Bishop Scott was born in Portsmouth, Virginia to Mrs. Hazel Scott and the late John R. Scott. He was educated in the Portsmouth and Chesapeake Public School systems respectively. Bishop Scott matriculated at Norfolk State University in Economics and Interdisciplinary Science and received a Bachelors of Theology from Springfield Christian Seminary and Bible College, formerly an academic affiliate of Wheaton Seminary in Springfield, Massachusetts.He successfully completed the Certification for Church Business Administrators at Union Theological in Richmond, Virginia and then entered the Masters of Divinity Program at the School of Theology of Virginia Union University. Bishop Scott was accorded a Doctorate of Divinity from Springfield Seminary and Bible College.

W.D. Scott answered the call to the ministry and was licensed to preach on August 31, 1975, at the Fourth Baptist Church under the pastorate of Rev. Dr. Spencer L. Scott, Jr. He was ordained, upon his call to the pastorate of the Pleasant Grove Baptist church on October 20, 1980, at the Fourth Baptist Church during the capable leadership of Dr. S. L. Scott, Jr. A gifted musician, and song writer, Bishop Scott who has been playing since he was 8 years of age, willingly shares the gifts and talents God has placed in his seed.

During his tenure at Pleasant Grove Baptist Church, he has instituted many ministry programs and developed ministries to enhance and empower the spiritual growth of its membership and the community. Phase 1 and 2 of the building program are now complete. The new sanctuary and educational wing have been built and was entered into in 1995. The 3.2 million dollar debt for this building phase was paid in full by 2001. Planning for the PGBC Family Life & Ministry Center are currently underway. Many ministers have been licensed at PGBC many of them have been called to pastorates. The church staff currently retains 17 associates in ministry and many of them work diligently in ministry related leadership staff positions. Bishop Scott is also the Founder of E.L. Ministries, an evangelistic empowerment ministry that reaches local, national and international boundaries. He has successfully in ministered in Cuba, England,Japan and Africa. Additionally Bishop Scott and E.L. Ministries have been invited to India and Pakistan.

Bishop Scott co-hosted the popular Sunday morning TV show “Spread A Little Sunshine” with its host, the Reverend Billy Lee. He hosted the “church and community Forum” radio program sponsored by the Tidewater Co-Op of McDonald’s Corporation. He has served the community in several capacities: As Vice Chair of the Virginia Beach Ecumenical Housing Association, which during his tenure became incorporated as The Samaritan House; Executive Board Member, Baptist General Convention; Vice Chair of the Community Organization Incentive Grant Committee; appointed by the Mayor as a Delegate to the President’s Summit on Youth; a Member of the Church Business Administrators Association; Executive board member, and a regional vice-president of the Hampton University’s Minister’s Conference. an. Affiliate of National Baptist U. S. A, and served for four years as the Moderator for the Norfolk Union Baptist Association.
